feat(flatpak): use pre-built binary from GitHub releases

- Download pre-built binary instead of building inside Flatpak
- Dynamically generate manifest in CI with correct SHA256
- Add wait loop for release assets (goreleaser runs first)
- Add workflow_dispatch for manual builds with tag input
- Remove SDK extensions (no longer needed for build)
