fix(workspace): remove active border from stacked pane containers

Stacked pane containers now keep the subtle inactive border color even
when containing the active pane. This prevents title bars from appearing
to have the active state border, as the entire container border no longer
changes to the bright active color.

- Changed stacked-pane-container.workspace-pane-active to use inactiveBorderColor
- Active state is indicated by WebView focus, not container border
- Title bars maintain consistent subtle styling
