build(deps): bump ermite-api to the CI-2 protocol

Pseudo-version of 49ac5fd (Job.github_token, ResolveActions, annotations,
summaries). The new calls answer unimplemented until they are built; the job
calls ResolveActions and UploadSummary authenticate with the job token.
