refactor(web): one helper shapes the log lines of the page, raw feed and live feed

appendLogLine turns the runner's markers into structure and joins the pieces of
a line it cut, for the job page and the live feed (the SSE feed now sends merged
lines; a piece that opens a batch is marked and joined by the page). The dead
placeholders of actions.go are gone. The live log script moves out of ermite.js
into log.js with a testable follow(), covered by jstest/log.test.mjs (append,
join, scroll at the end only, close on ci-end).
