fix(cli): handle partial deploy failure and non-v-prefixed semver in rollback

Revert route to previous image when deploy fails after route update succeeds,
preventing stuck routes pointing to undeployed tags. Normalize semver tags
without "v" prefix so versions like 1.2.3 are correctly recognized and sorted
alongside v1.2.3.
