fix(action): keys resolve like values, int32 wraparound, OrdinalIgnoreCase folding

Found by review, each checked against the runner's own loader (39 new cases):

- GO-001: in runner mode a mapping key is resolved like a value, as the
  runner's YAML reader does: ~ is null, 0x10 is 16, 1.0 is 1, TRUE is true.
- GO-002: 0x and 0o integers (plain or !!int) are read as int32 with
  wraparound: 0xFFFFFFFF is -1, 0x80000000 is -2147483648. !!float refuses them.
- GO-003: step ids, input names and mapping keys compare with .NET's
  OrdinalIgnoreCase (expr.OrdinalFold): e and E fold, s and the long s do not.
  asciiEqualFold stays for ASCII literals only.
- GO-004: HasPost no longer says plugin.

Lint cannot follow the reference on non-string keys (it crashes on them) nor on
the sharp s duplicate; those files are excused with their reason.
