#5 WIP: feat(proto): tell why a diff file has no hunks

Summary

  • Adds the FileOmission enum: GENERATED, LARGE, BUDGET and UNAVAILABLE.
  • Adds FileDiff.omitted = 14.
  • Keeps truncated, which equals omitted != UNSPECIFIED.

This is a backward-compatible change: buf breaking passes.

  • buf lint, buf generate and buf breaking --against main pass.
  • go build, go vet and go test pass.

Merged into main as 94ffd87 and released as v0.11.0. The CLI has no command to mark a draft ready, so the merge went through git.
