feat(web): add commit history pages

/<repo>/commits/<ref>[/<path>]: the commits of a ref, a tag or a commit id
grouped by day, with an older link that carries the API page token, the
path filter (404 for a path that never existed), refs with a slash resolved
by the longest prefix, and the refs of the page in the rail. Invisible
characters in names and subjects show as <U+XXXX> markers.
