ci(checks): run on the current Go 1.27 patch with Mockery v3.8.1
Mockery v3.8.1 reads Go 1.27.2 export data, so the go1.27.1 toolchain pin is no longer needed. Pin Staticcheck to 2026.2.2 instead of @latest.
