Adds a native ask_user_question tool and its TUI dialog.
- The model sends 1-10 questions (up to 9 options each, single or multi-select; no options = free text).
- The dialog shows one question at a time ("Question N/M · header") with an "Other…" free-text entry.
- Keys: ↑/↓ j/k move, 1-9 pick, Space toggle, Enter confirm, ←/Shift+Tab back (answers kept), Tab/→ forward when answered, Esc declines.
- Declining returns a normal result; turn cancellation dismisses the dialog.
- Fails closed without an interactive terminal (print/json/rpc/bot/Telegram); excluded from resident subagents and scheduled sessions; no --no-yolo prompt.
- Rings the waiting-for-user alert immediately; focused row stays visible in the floating pane.
Checks: go test ./..., go test -race on question tests, go vet ./..., gofmt, git diff --check. Wrap-up review done, all findings fixed.
